Budget Law 2020: how to save money with the Ecobonus and the new Facades 2020 Bonus

Ecobonus and the new Facades 2020 Bonus are the concessions recently approved by the Budget Law 2020 which aims to relaunch the Italian economy and, in particular, the construction sector in an environmentally sustainable way.

These legislative measures are an opportunity not to be missed if you need to renovate and redevelop the exterior of a building. The façade bonus is the new autonomous facility that completes the framework of the concessions on housework which, starting from 2020, allows taxpayers to receive reimbursements for the costs of renovating the external facades. It consists of a tax deduction equal to 90% of the expenses incurred from 1 January to 31 December 2020 for the renovation of the facades of existing buildings.

The category of admitted works includes different types of interventions ranging from painting and ordinary maintenance to the actual remaking of the opaque structures of the facade, cladding panels, balconies, ornaments and friezes. The manoeuvre includes both single buildings and existing condominiums, for which it will be possible to deduct 90 percent of the burden incurred, without limit of amount.

The bonus will be recognized at the time of filing the tax return and will be reimbursed in ten constant annual instalments of the same amount, starting from the year in which the expenses are incurred and in subsequent ones.

However, the new Budget Law 2020 limited the 90% deduction only for buildings located in zone A or B, which correspond to:

A) the parts of the territory affected by urban agglomerations which have a historical, artistic or environmental value or by portions of them, including the surrounding areas, which can be considered an integral part, due to these characteristics, of the agglomerations themselves;

B) parts of the territory totally or partially built, other than zones A): areas in which the covered area of existing buildings is not less than 12.5% (one eighth) of the area's land area and which the territorial density is higher than 1.5 mc / m2;

Subsequently, the deduction recognized for energy saving works, better known as Ecobonus, provides different concessions in relation to the type of expense incurred. In fact, also for 2020, three differentiated rates have been confirmed, according to the following scheme:

• 50% ecobonus deduction for interventions such as the replacement of windows including window frames, solar screens; biomass boilers; condensing boilers.

• 65% ecobonus deduction for insulation of the opaque envelope; heat pumps; building automation systems; solar collectors for hot water production; heat pump water heater; hybrid generators.

• Detrazione ecobonus al 70% o 75% per interventi di tipo condominiale.
