What changes with Conto Termico 3.0
The MASE decree of 7 August 2025, published in Official Gazette no. 224 on 26 September, has revolutionised the landscape of incentives for energy efficiency. With 900 million euros allocated annually (500 for the private sector, 400 for public administration), the new system will be operational from 25 December 2025.

Conto Termico 3.0 covers numerous works to improve the energy performance of existing buildings:
For buildings in the tertiary sector (offices, healthcare facilities, schools, museums, shops, hotels, banks):
- Thermal insulation with controlled mechanical ventilation
- Replacement of windows and fixtures
- Transformation into NZEB (Nearly Zero Energy Building) buildings
- High-efficiency LED lighting
- Replacement of windows and fixtures
- Building automation for systems management
- Charging stations for electric vehicles
- Photovoltaic systems with storage (with specific conditions)
Incentives for renewable energy production
Accessible for both tertiary and residential buildings:
- Electric or gas heat pumps
- Hybrid systems with a heat pump
- Biomass generators
- Solar thermal systems
- Heat pump water heaters
- Connection to efficient district heating networks
- Micro-generation from renewable sources
Amount of the incentives
- Up to 65% of the costs incurred for private entities
- Up to 100% for municipalities under 15,000 inhabitants and public bodies
- Payment in a single instalment for amounts up to €15,000
- Possibility of access through Renewable Energy Communities
Photovoltaics in the Conto Termico: The Essential Conditions
Absolute novelty: for the first time, photovoltaics enter the Conto Termico incentives, but with precise constraints.
Mandatory Requirements for the PV incentive
- Mandatory joint installation: the photovoltaic system must be built together with the replacement of the existing winter air-conditioning system with electric heat pumps
- Tertiary sector only: the incentive is NOT available for private residential homes, but exclusively for tertiary buildings (cadastral categories A/10, group B, C excluding C/6 and C/7, D excluding D9, E excluding E2, E4, E6)
Calculating the Photovoltaic Incentive
The incentive covers up to 30% of the cost, with caps varying according to capacity:
- Up to 20 kW: €1,500/kW
- 20 to 200 kW: €1,500/kW
- 200 to 600 kW: €1,500/kW
- Up to 20 kW: €1,500/kW
Storage system: up to €1,000/kWh
Additional Bonuses for European Production
Increased incentives for photovoltaic modules produced in the European Union:
- 5% for EU modules with efficiency ≥ 21.5%
- 10% for EU modules with efficiency ≥ 23.5%
- 15% for EU modules with bifacial heterojunction or tandem cells with efficiency ≥ 24%
How to apply for the incentive
The application must be submitted to the GSE through the Portaltermico portal in two ways:
- Direct access: within 90 days of the completion of the works
- Booking: available only through an ESCO (Energy Service Company)
The allocation of the incentives follows the chronological order in which applications are submitted.
Transition from Conto Termico 2.0
Conto Termico 2.0 remains active until 25 December 2025. As of 1 October, 530 million euros had been committed (251 private, 279 public administration).
