Towards 2030: the European directive that is changing the face of construction

For this reason, with the new EPBD IV Directive (EU/2024/1275), approved in May 2024, the European Union is introducing an epochal change: from 2030, all new buildings will have to be zero-emission.
A clear leap compared to the current standard of “nearly zero-energy buildings” (NZEB), in force since 2020, which will be replaced by even stricter requirements to reduce CO₂ emissions and encourage the exclusive use of renewable energy.
From “nearly zero” to “zero emissions”: here is what changes!
According to the new directive:
- from 1 January 2028, newly built public buildings will have to be zero-emission;
- from 1 January 2030, the same requirement will apply to all new residential and non-residential buildings.
But what is meant by a zero-emission building?
According to the EU, a zero-emission building:
- must have very high energy performance;
- must not produce on-site carbon emissions from fossil fuels;
- the remaining energy required must come from local or nearby renewable sources, such as photovoltaics, energy communities, or efficient district heating or cooling.
